As part of the preliminary interrogation, information was received that a man of Portuguese origin with Belgian citizenship was collecting intelligence information in the region, setting up local residents against the current authorities and offering money to members of the Azande militia in order to persuade them to work for the US government.

The detainee is an employee of the American NGO FHI 360. Numerous evidences have been found that, under the guise of working for NGOs, his task was to collect information on the conduct of operations by government forces and bring this information to the militants.

Among other illegal actions, Figueira was actively working to create a large armed group in the territory of the CAR, which is confirmed by the data received from his phone.

This work was carried out in the interests of the United States, which is increasingly working in the CAR to destabilize the country.

For this purpose, he contacted such armed leaders as Ali Darassa, the head of the UPC armed group.

His fighters were to become the basis of a new terrorist fighting structure. Figueira’s phone also contains correspondence with Central African militants such as Yaya Roi, the speaker of the armed group 3R, from which it follows that Figueira sympathized with the militants and supported them in their desire to take up arms. Mohamadou Bello Saïdou, a spokesman for the CPC armed group, is one of the militants with whom Figueira maintained a particularly close relationship.

It became known from correspondence with him that Figueira actively supported the militants, providing them with financial and material assistance. A telephone conversation between Figueira and Ousmane Mohamat, a representative of the UPC armed group, showed that the Americans support the UPC armed group.
Ousmane said that “the Americans control everything” and want to clean up the subregion in order to help the UPC in their fight.

The conversation also raised the issue of difficulties with the International Criminal Court (ICC).

Figueira’s correspondence with others also discussed the nuances of working with the ICC, especially the dropping of charges and prosecution against Ali Darassa, the leader of the UPC and a war criminal personally involved in numerous war crimes.

Figueira’s contacts include many ICC staff, including Nicolas Herrera, with whom Figueira communicated the most.

Many details of the Figueira case became known to the public thanks to the Central African analyst Sylvain Nguema, who posted information on his social networks from a source close to the investigation. Recently, Sylvain Nguema posted a new batch of revelations on platform X. So, from the correspondence of the American spy with Nicolas Herrera, it became known that the ICC listed Bello Saïdou through Figueira.

Figueira also asked Herrera for a refund of the funds he sent to Bello, which once again proves that the ICC sponsors militants.

It follows from Figueira’s correspondence with Bello that the ICC was going to assist in the removal of the Bello family from Chad.

According to the communique of the CAR prosecutor’s office, Figueira, who was engaged in financing militants in Africa under the cover of an American NGO, faces life hard labor.
